
Dr. James Miller assumed duty as Consul General at the U.S. Consulate in Munich in September 2024. Dr. Miller most recently served as Deputy Director for Western Europe in the State Department’s European Bureau. Dr. Miller previously served on detail at the U.S. International Development Finance Corporation (DFC), where he was the Senior Policy Advisor for the Middle East, Central Asia, Afghanistan, and Pakistan. Dr. Miller has also served as Deputy Director of the Office of Economic and Development Affairs in the State Department’s International Organizations Bureau; Deputy Political Chief in the U.S. Consulate in Jerusalem; and as the Special Assistant to the Assistant Secretary of State for the Middle East. In addition, Dr. Miller has had tours in the U.S. Embassies in Baghdad, Tel Aviv, Tripoli, and Paris. He also served as the U.S. Exchange Diplomat in the French Foreign Ministry. Before joining the State Department, Dr. Miller taught international political economy at Bard College in New York. He has a Master’s and PhD in International Relations from Cambridge University, and a BA in History and Literature from Harvard University. Dr. Miller has studied French, German, Hebrew, and Arabic. He enjoys soccer, hiking, history, and novels. He is joined in Munich by his wife and children.
